2024 Annual Cosmetic Review Report Issued by the NIFDC

Overview of Cosmetic Registrants, Domestic persons responsible, and Manufacturers

In 2024, there will be 2,432 new registered cosmetic registrants/filing entities, 478 new domestic persons responsible, and 570 new manufacturers (including 25 toothpaste manufacturers).

As of the end of 2024, there are a total of 20,814 registered cosmetic registrants/filing entities, 3,296 domestic persons responsible, and 5,935 manufacturers (including 286 toothpaste manufacturers) in China.

 

Registration Status of Special Cosmetics

1. Acceptance Status

In 2024, a total of 23,994 cosmetic registration applications (including initial registration, renewal registration, and modification registration) were accepted, a year-on-year increase of 64.2%.

According to the location of the registrant, 21,853 registration applications for domestic products (excluding Hong Kong, Macao, and Taiwan, the same below) were accepted, accounting for 91.1% of all cosmetics registration applications; 2,089 applications for registration of imported products were accepted, accounting for 8.7%; The number of product registration applications received from Taiwan, China and Hong Kong was 40 and 12 respectively, totaling 52, accounting for 0.2%.

As for the category of registration applications, there were 15,694 initial registrations, accounting for 65.4% of all applications; 2,573 renewal registrations, accounting for 10.7%; 5,727 modification registrations, accounting for 23.9%.

According to the types of registered products, there are 9,763 hair dye products, accounting for 40.7% of all applications; 6,441 cases of spot-removing and whitening, accounting for 26.8%; 3,008 sunscreen products, accounting for 12.5%; and a total of 4,782 other types, accounting for 20.0%.

14,525 domestic initial registrations were accepted, among which Guangdong Province, Shanghai City, Zhejiang Province, Jiangsu Province, and Shandong Province ranked among the top 5 provinces in terms of the number of domestic initial registration applications, accounting for 94.3% of the total number of domestic initial registrations.

1,147 first-time registrations for imported cosmetics have been accepted, involving 16 countries (regions). The top 5 countries in terms of application quantity are South Korea, Japan, France, the United States, and Germany, accounting for 87.0% of the total number of initial registrations for imported cosmetics. The number of initial registrations in Taiwan, China and Hong Kong was 17 and 5 respectively.

2. Approval Status

In 2024, a total of 22,812 cosmetic registration applications (including initial registration, renewal registration, and modification registration) were reviewed and approved by the State Food and Drug Administration Bureau, representing a year-on-year increase of 101.1%. Among them, 20,557 domestic cosmetics registration applications were approved, accounting for 90.1% of the total number of cosmetics registrations; 2,195 applications for registration of imported cosmetics have been approved, accounting for 9.6% of all; The number of applications approved for registration in Taiwan, China and Hong Kong was 42 and 18 respectively, totaling 60, accounting for 0.3%.

In 2024, 411 registration certificates were cancelled by enterprises themselves.

According to the classification of registration applications, there were 15,021 initial registrations, accounting for 65.8% of the total number of registrations; 2,573 renewal registrations, accounting for 11.3% of all; 5,218 modification registrations, accounting for 22.9%.

For the initial registration, 5,829 hair dye products were classified according to the type of registration application, accounting for 38.8% of the total number of registrations; 3,805 pieces of spot-removing and whitening products, accounting for 25.3% of the total registered quantity; 1,763 sunscreen products, accounting for 11.7%; and a total of 3,624 other types, accounting for 24.1%.

13,889 domestic initial registrations were approved, among which Guangdong Province, Shanghai City, Zhejiang Province, Jiangsu Province, and Shandong Province ranked among the top 5 provinces in terms of the number of domestic initial registration applications, accounting for a total of 93.8% of domestic initial registrations.

1,114 imported cosmetics initial registrations were approved, involving 15 countries (regions). The top 5 countries (regions) were Japan, South Korea, France, the United States, and Germany, accounting for 86.9% of the total number of imported cosmetics initial registrations. The number of initial registrations in Taiwan, China and Hong Kong was 13 and 5 respectively.

 

Filing Status of Ordinary Cosmetics

In 2024, 596,306 ordinary cosmetics were filed nationwide, a year-on-year decrease of 0.7%, including 582,857 domestic products (97.7%), 13,060 imported products (2.2%), and a total of 389 products from Hong Kong, Macao, and Taiwan (0.1%).

273,849 filing modifications were recorded, a year-on-year increase of 33.3%, including 258,493 domestic products (accounting for 94.4%), 15,004 imported products (accounting for 5.5%), and a total of 352 products from Hong Kong, Macao, and Taiwan (accounting for 0.1%).

As of the end of 2024, there were a total of 1,974,216 filed ordinary cosmetics in China, including 1,914,811 domestic products (97.0%), 57,476 imported products (2.9%), and a total of 1,929 products from Hong Kong, Macao, and Taiwan (0.1%).

In 2024, Guangdong Province, Zhejiang Province, Shanghai City, Jiangsu Province, and Shandong Province ranked among the top 5 provinces in terms of the number of domestically filed products, accounting for a total of 95.2% of domestically produced ordinary cosmetics.

The number of filed ordinary cosmetics for export only was 62,309, accounting for 10.7% of the total number of domestic ordinary cosmetics, a year-on-year increase of 34.9%.

The import of ordinary cosmetics involves 45 countries (regions), South Korea, France, the United States, Japan, and Italy ranked among the top 5, accounting for 70.2% of the total number of imported ordinary cosmetics.

As for efficacy claims, the top 3 filed domestic ordinary cosmetics in 2024 are moisturizing (66.5%), beauty modifying (25.7%), and cleansing (14.8%), while the top 3 filed imported ordinary cosmetics are moisturizing (61.0%), beauty modifying (26.4%), and aromatic (21.6%). (Note: Some products claim two or more functions)

 

Registration and Filing Status of New Raw Materials

1. Approval Status of New Raw Material Registration

In 2024, 2 applications for registration of new cosmetic raw materials were accepted, including 1 domestic and 1 imported. Approved 1 application for registration of imported new raw materials.

2. Filing Status of New Raw Materials

In 2024, 90 new raw materials were newly filed and publicly announced.

From 2021 to 2024, a total of 207 newly filed raw materials were publicly announced, including 164 domestically produced new raw materials, accounting for 79.2%; 41 imported new raw materials, accounting for 19.8%; 2 new raw materials in Taiwan, China, accounting for 1.0%.

Guangdong Province, Shanghai City, Shandong Province, Jiangsu Province, Zhejiang Province, and Yunnan Province (tied) ranked among the top 5 provinces in terms of the number of domestically filed new raw materials, accounting for 79.9% of the total number.

The import filing of new raw materials involved 7 countries, with the United States, Japan, Switzerland, Italy, and Germany being the top 5 countries in terms of the number of imported new raw materials filed, accounting for 85.4% of the total number of imported new raw materials filed.
