China's National Medical Products Administration (NMPA) recently emphasized its heightened focus on child cosmetics supervision, puts the safety of children's cosmetics in a prominent position, introduces multiple policies, puts forth effort strengthen supervision and governance, and effectively guarantees the quality and safety of children's cosmetics.
According to data, as of the end of June 2025, there were 28,168 filed varieties of children's ordinary cosmetics, including 27,219 domestically produced and 949 imported; 427 varieties of special cosmetics for children have been registered, including 406 domestically produced and 21 imported.
In recent years, NMPA has issued the "Regulations on Supervision and Administration of Children's Cosmetics", establishing the principle of "Safety First, Efficacy Essential, Minimalist Formulation", and proposing targeted regulatory requirements for the production and operation of children's cosmetics. Introduce the "Technical Guidelines for Children's Cosmetics", refine product technical requirements based on the physiological and skin characteristics of children, guide the research and development of children's cosmetics, and improve the level of product safety assurance.
In terms of product labeling, the exclusive logo for children's cosmetics, "Golden Shield Emblem", is specified to enhance the recognition of children's cosmetics and help consumers identify and purchase them. In terms of supervision and law enforcement, we will comprehensively use methods such as supervision and inspection, sampling tests, and online sales monitoring to strengthen the supervision of children's cosmetics production and distribution, and severely punish illegal activities. Actively carry out science popularization propaganda, set up a science popularization column on the official website, and carry out various forms of propaganda through activities such as the "National Drug Safety Publicity Week" to elevate public awareness and discernment ability of children's cosmetics.
With the continuous improvement of the cosmetics regulatory system and the deepening of the registration and filing system reform, the safety situation of children's cosmetics in China is steadily improving, the market is rapidly growing, the standardization level is significantly improved, the product iteration and upgrading are accelerating, and it is increasingly meeting diversified consumer needs.
