The Innovative Vitality of New Raw Materials Continues to be Released
As the primary source of product innovation, the growth in new cosmetic ingredients directly reflects industry vitality. Latest data from the National Medical Products Administration (NMPA) shows that as of June 2025, China has registered and filed 272 new cosmetic ingredients, showing a steady growth since implementing the Cosmetics Supervision and Administration Regulation (CSAR) in 2021.
The 2021 CSAR has made significant adjustments to the management of new raw materials for cosmetics. The new management system classifies and manages new cosmetic raw materials based on their risks, implements registration management for new cosmetic raw materials with higher risk levels, and implements filing management for other new cosmetic raw materials.
Through continuous optimization of registration and filing procedures and enhanced industry guidance, NMPA has strengthened corporate innovation capacity. This management system not only maintains the bottom line of quality and safety, but also unleashes market innovation vitality, laying the institutional foundation for the rapid growth of new raw materials.
These new materials cover multiple innovative fields. Biotechnology raw materials have shown outstanding performance, including various peptide compounds such as Diaminobutyl Benzylamide Dipeptide-12, Oligopeptide-215, Cyclopeptide-161, etc., reflecting the important role of biotechnology in the development of cosmetic raw materials.
Botanical extracts are also abundant, ranging from Saussurea involucrata callus culture, Dendrobium officinale protocorm to Anoectochilus roxburghii extract and Dendranthema indicum extract, demonstrating the deep development and utilization of natural plant resources. Fermentation technology products also occupy an important position, such as Inonotus obliquus and Betula alba juice ferment filtrate, and Schizophyllum commune ferment filtrate.
In terms of raw material sources, domestic new raw materials dominate, showcasing local R&D strength. At the same time, the import of raw materials by international enterprises has also brought diversified options to the market.
From the perspective of registered enterprises, there are not only professional cosmetic ingredients and product enterprises, but also cross-border participation of traditional Chinese medicine enterprises, as well as numerous professional biotechnology companies, demonstrating the industry's emphasis on the development of new raw materials.
Data shows that in the first half of 2025 alone, 81 new raw materials were registered or filed, maintaining a high growth rate. This figure indicates that innovation in new cosmetic ingredients is entering a period of rapid development driven by policy dividends and market demand.
